Central Coast Holiday Park Sales: Explaining Electricity Supply and Charges

Electricity arrangements deserve a separate explanation when preparing a Central Coast holiday park for sale. A property with cabins, powered sites and shared facilities may have several ways of paying for and recovering electricity costs.

Buyers need to understand who supplies the electricity, who owns the equipment and how charges reach the people using it.

Map the Supply Arrangement

Start with the main supply account and identify the meters, distribution equipment and areas served.

Explain whether electricity is included in accommodation charges, separately metered or supplied under another arrangement. Mark shared facilities and any equipment used by a separate onsite business.

The Australian Energy Regulator describes an embedded network as a private arrangement in which a site owner may buy electricity and on-sell it to users. Establish whether that description applies to the actual park.

Check Retail and Network Requirements

Selling electricity and operating a private electricity network involve different regulatory questions.

The AER provides separate retail and network exemption guidance. The applicable category and conditions depend on the activity and circumstances.

Have the arrangements reviewed against current requirements. Record the relevant entity, supporting documents and any registration or exemption information.

Do not assume that a document covering one part of the operation establishes compliance for every supply activity. The purchaser should obtain advice about the arrangements it proposes to continue.

Reconcile Purchases and Customer Charges

Prepare a schedule connecting supplier invoices, meter readings and amounts charged to customers.

Explain the reporting periods and identify common-area consumption, billing adjustments and unpaid amounts. Where electricity is included in a site tariff, describe that treatment consistently.

Utility receipts should not be presented as unrestricted profit. Buyers need to assess the relevant supply costs, administration and conditions affecting customer charges.

A useful preparation exercise is tracing one billing period from the main invoice through to the accounting records.

Identify Equipment and Service Responsibilities

List the meters, switchboards and related infrastructure included in the sale.

Clarify whether equipment belongs to the park, a retailer or another provider. Provide available inspection, servicing and repair records for qualified review.

Explain who reads meters, handles billing enquiries and responds to supply interruptions. Where a contractor performs these tasks, identify the agreement and ownership-change requirements needing confirmation.

Will the Existing Arrangements Continue Automatically?

That should be checked before settlement.

Ask the relevant providers, advisers and regulator what changes are needed for the proposed ownership and operating structure. Prepare a transition plan covering account responsibility, meter readings, customer communications and unresolved balances.

This gives the buyer a clearer view of the electricity operation attached to the Central Coast accommodation business.
